You can get a divorce in California, regardless of where you were married.

Yes so long as you meet the residency requirements. You must be a resident of California for at least 6 months and a resident of Orange County for at least 3 months. If you do not meet the residency requirements you can file for Legal Separation and amend your Petition to Dissolution of Marriage once you meet the residency requirements.
