Is there anyway someone can help me put together a response to a RFO and parentage plan?

My child's father lives in Incline Village, NV Nov-May of every year, and then resides in San Diego May- October. Our son resides with me in San Diego primarily with current visitations on a court order the second weekend of every month. He is requesting more time, but only while he's in town, and requesting holidays and school breaks. My concern is that he hasn't been able to make his second weekend visits since Sept 2025. He has switched or canceled his parenting time, and I have allowed and have been accommodating to a certain degree with his schedule because I would like my son to have time. He won't agree with anything I suggest unless he suggests it. If I ask for a compromise or offer a separate solution, he takes me to court. He filed an ex parte in Feb because he wanted to take my son to Lake Tahoe, but the weather was terrible, and the roads were shut down. I have evidence of cancellations and a declaration I'd like to submit, but i don't know how.

The courthouse where your case is pending should have a family law self-help center. In San Diego, it is called the Family Law Facilitator's Office.  I did a quick Google search, and this is what I found:

"They assist unrepresented individuals with issues such as divorce, parentage, child custody, visitation, child and spousal support, and domestic violence restraining orders. What the Center Offers

  • Form Preparation: Assistance with choosing and filling out the correct court forms.
  • Workshops & Guidance: Help with procedures, child support actions, and preparing court fee waivers.
  • Free Services: Assistance is provided at no cost on a first-come, first-served basis, although some services (such as divorce initiation forms) are by appointment only. 

LocationsHelp is available at four main divisions across the county:

  • Central Courthouse: 1100 Union Street, 4th Floor (Room 480), San Diego, CA
  • East County Division: 250 East Main Street, 2nd Floor, El Cajon, CA
  • North County Division: 325 South Melrose Drive, 1st Floor, Vista, CA
  • South County Division: 500 Third Avenue, 3rd Floor, Chula Vista, CA

For hours, to view daily sign-in times, or to make an appointment, you can visit The Family Law Facilitator portal or view the comprehensive Family Self Help Center page. 

They should be able to help you out, and it's free. They cannot give legal advice, but they will be able to help you navigate the process to get in front of a judicial officer with your issues. Good luck with your matter.
