My neighbor filed a restraining order against me and I in return on them, I had not yet served them with.

We had gone to court for their restraining order on me and asked that both cases be as one. So, court dated was changed to merge both cases together. I had not yet served the other party my restraining order against them. In the court document that I was given after court with the new court date ( CH-116 Order on Request to continue Hearing) section 6 Serving (Giving) Order to Other Party; (C-Court) is marked number 1- Further notice is not required. So, my question is do I still serve them my restraining order?

Yes, you need to serve them with your requesting papers, and the sooner the better.
