I have a severe case of harassment at home. What can I do?

Your specific case can be really tricky because the individuals who are behaving this way need to be identified--and in personal injury or premise liability contexts, identifying the actions of the party are central to getting anything resolved.  

If they (the individuals) are associated with the businesses (any of the three your home is facing), then this would be a good start that won't require too much leg work.  But if they are simply patrons or just random people who happen to visit the businesses, you might face an uphill battle.  

Before looking into legal remedies, you may want to consider involving the local law enforcement to start a dialogue between you and the businesses.  If this behavior can be curbed or modified with the help of the businesses, you might have a good ally you can all to so that the harassment can stop.  On the other hand, if the businesses are complacent in this somehow, you could be venturing closer into a form of premise liability or conduct that could trigger a civil harassment restraining order petition.  

Given the unknown identifies of the people who follow you or shine lights at you, it may be safer to seek help from the police department.  Keep in mind, that if the activity is done in a public place, you could benefit from installing cameras in front of your home that captures the very behavior you may have to bring action against.
