I was a victim of assault & battery on private property. Can I sue the person who owns the property?

The property owner is not automatically responsible because the assault happened on private property. It depends on whether the owner had reason to know there was a risk and failed to take reasonable steps to address it. Prior similar incidents could matter.  As for the police report, it is common for a department to withhold the full report while an investigation is ongoing. You can ask what information it will release now and when the rest may become available. The report may be helpful, but you do not need to wait for it to find out whether there were prior incidents, witnesses, or surveillance footage that could shed light on what the owner knew.
