In Texas, only the governor can grant a pardon, and the governor can do it only after the Board of Pardons and Paroles recommends it. So the application goes to the Board, not to the governor or a court. The Board's website has the clemency forms and instructions, and the right form depends on the reason for the request. A pardon based on innocence follows a different path from a request based on rehabilitation.
Pardons in Texas are granted rarely. Support from the people who handled the case, such as the prosecutor, the trial judge, or law enforcement, and proof of a stable life since the sentence ended can matter.
One more thing to check before applying is sex offender registration. Texas handles registration under a separate set of laws, and whether a pardon changes the registration requirement is something to confirm for your offense before you file, because it should not be assumed. A lawyer who handles post-conviction work and sex offense cases can check that and help with the application.
