The key factor for a successful public works project is simple: communication. Given that contractors are typically pre-qualified through the bid process and have the ability to post a surety bond, issues that generally arise on municipal projects are not that the contractor can't do the work, but rather that the work wasn't done as and when contemplated by the municipality. Having a structure in place where a municipal representative is on site at least part of every day, that there is a clear process for communication between contractor and that representative, and that the contractor is rewarded in some way for utilizing that process will generally result in a more successful project. We recommend to our clients regular site meetings with all stakeholders as well: this not only promotes communication, but it encourages buy-in to the project and helps to energize the team to get it done. Finally, we encourage the use of email as a way of expediting the progress of the work, and those emails can be included in the daily log as a contemporaneous note of decisions made in the field.
