Am I able to contact the mother of my child about my child if the Order of Protection has been dismissed by the mother?

If there is no court order prohibiting you from contacting the mother of your child then you can contact her. However, you should speak to a lawyer first.
If the order of protection has truly been dismissed, yes you can contact your child's mother.
I would get a copy of the final order associated with that order of protection. It should be titled "Disposition" and then it should say "dismissed" and be clear about what day it was dismissed on. Your local courthouse will have a copy of that order.
