The judge ordered my husband to pay 50% of my rent and electric starting June 1st. I have not received a payment yet

Unfortunately, the only way to compel cooperation is to file an "enforcement" application with the Court ( attaching your certification and the prior court order entered by the Judge) and as much proof as possible to show your efforts to obtain cooperation from your spouse for compliance with the directive of the court. Your application must now ask for sanctions against your spouse for his noncompliance and ask for issuance of a wage garnishment against his salary, etc and to have all payments through the probation department to ensure compliance and to invade his retirement accounts, etc for payment of back monies due you. 

File for enforcement.

You would have to file a notice of motion for enforcement bullet against rights. You would have to include the court order that compelled him to pay for that which he has failed to do.

The court would then hear the matter and decide the outcome. You can also ask for counsel  fees since you have had to file a motion for enforcement.
