It's when a person or company had a duty to provide adequate security in a given situation and failed to properly meet their responsibility. For example, a reasonable garage owner who was aware of prior criminal acts in its garage has a duty to act reasonably to protect patrons of the garage (e.g. proper lighting, security guard, etc). If they fail to do so and a patron is injured on the property by a dangerous condition or criminal actor, the garage owner may be held legall respsonsible for the injuries.
